What the Council Raised

13.3 Order- That the sum of $ 274,750,725 be and hereby raised and appropriated designated as appropriation on the attached and further that said appropriation be funded in the following manner:

Taxation and Other Receipts$268,541,960
Free Cash$ 5,150,000
Wastewater Receipts$ 698,981
Water Receipts$234,784
Transfer from Other Available Funds$125,000

$ 274,750,725 is what the Council raised and appropriated for the general fund. The book prints $285,272,159 for the same year. The difference, $10,521,435, is the state assessments and the overlay: the Commonwealth's charges for charter school tuition, school choice, the MBTA and the rest, and the assessors' reserve for the property tax abatements the year will grant. Both are raised on the tax rate recapitulation sheet rather than appropriated, so they are spent without the Council voting them, and the front page's spending chart carries them with everything else the city spends.
